General Contracting Services Request for Proposal

On behalf of the Frisco Chamber of Commerce, Cresa Project Management requests proposals for General Contracting Services (“Contractor”) for the tenant fit-out of 11,789 RSF on the 2nd and 3rd floor of 7511 Main Street, would like a relationship of trust and confidence established between itself and the Contractor.

To this end, the Contractor must use its best skill and judgment in a cooperative effort with the Project Team to further the interests of Frisco Chamber of Commerce to ultimately achieve Frisco Chamber of Commerce’s desired build-out, budget and schedule (“Work”).

Once the construction phase begins, the Contractor will ensure an adequate supply of workmen and materials to perform the Work in the best, most expeditious and economic way, in a manner consistent with project objectives.

Bidders are asked to provide a lump sum bid with costs itemized in the CSI format attached and their estimated construction schedule. Frisco Chamber of Commerce may choose a general contractor directly from the responses of this RFP or may “short list” firms to interview and/or elicit further information.

Please note that bids are due by COB, April 6, 2026, in electronic format. All requests for information are to be submitted by email using this form to Cresa no later than COB on March 30, 2026

A pre-bid walkthrough will be scheduled on-site on Thursday, March 26, 2026, from 1:00 PM – 4:00 PM.

Bidders have been sent the link to the box with the drawings within it.

General Contractor’s Scope of Work

Contractor is to provide personnel for all pre-construction activities of the project management team, inclusive of the project estimators, project managers, and site superintendent. During the Work, the project management team shall conduct specific construction activities to include all off-site and on-site construction management activities as necessary.

Design and Pre-construction Phase
  • Work on preliminary submittals and construction schedule in order to prioritize subcontractor/supplier release dates to ensure on-time project completion.

  • Perform internal estimating or obtain bids to generate a construction project budget, project schedule, and to define critical lead-time for subcontracts or purchase orders.

  • Perform non-destructive pre-construction survey work, or limited demolition, as necessitated by preliminary schematic plans to identify to the extent possible any potential construction difficulties not obviously apparent.

Construction Procurement Phase
  • Immediately upon receipt of the designated final Construction Plans and Specifications, Contractor shall proceed to obtain final bids from subcontractors and suppliers for the Work. Contractor shall use its best efforts to obtain the lowest prices for the Work from responsive and responsible subcontractors and suppliers. Contractor shall obtain consent of the Frisco Chamber of Commerce for all proposed subcontractors.

Construction Management Services
  • The construction services shall include all Work as defined in the Contract Documents. The Work shall include all labor and materials (i) consistent with the Contract Documents, (ii) reasonably inferable therefrom and (iii) required to complete the Work as required by the Contract Documents to permit the occupancy and intended use of the building.

  • All portions of the Work that Bidder’s organization does not self-perform shall be performed under Subcontracts or by other appropriate agreement with Contractor. All Sub-contractors shall conform to the requirements of the Contract Documents.

  • Contractor shall check all materials, equipment and labor entering into the Work and shall keep such full and detailed accounts as may be necessary for proper financial recording. Owner shall be afforded access to all Bidder’s records, books, correspondence, instructions, drawings, receipts, vouchers, memoranda and similar data relating to this Project.

Overview

The Frisco Chamber of Commerce is seeking proposals from qualified vendors to assess, support, and manage the existing IT, network, Wi-Fi, endpoint, and cybersecurity environment at the Chamber’s newly acquired building. The building includes installed systems that were previously operational. The Chamber is seeking a vendor to assume support of the existing environment, identify any gaps or risks, restore any missing administrative control where needed, and provide optional recommendations for improvements.

Existing Environment

Known components include, but may not be limited to:

  • AT&T; Fiber internet service
  • Existing wired network and structured cabling
  • Existing Wi-Fi environment
  • Existing network hardware, including Ruckus equipment
  • Approximately 10 to 12 Chamber staff computers, primarily Macs
  • Public Wi-Fi for guests, visitors, and other users
  • Network-connected building systems, including AV, access control, cameras, and climate
Scope of Work

The selected vendor should:

  • Assess the current network, Wi-Fi, endpoint, and cybersecurity environment
  • Assume support and management of the existing environment
  • Identify any gaps in documentation, credentials, licensing, or supportability
  • Support internet, switching, wireless, and related network infrastructure
  • Support staff devices and provide general managed IT services
  • Recommend network segmentation for staff, guest/public, and building systems
  • Support public Wi-Fi and internal Chamber networks
  • Provide documentation, escalation procedures, and support contacts
  • Coordinate with other specialty vendors as needed
  • Provide optional recommendations for improvements or upgrades separately

The attached reference package is intended to define the desired design intent, approximate dimensions, quantities, lighting approach, and installation locations. Bidders are responsible for verifying all measurements, field conditions, electrical requirements, landlord requirements, and code requirements before submitting final pricing.

General Requirements

  • Include all labor, materials, fabrication, installation, project management, delivery, equipment, lifts, scaffolding, and cleanup required for a complete installation.
  • Coordinate permitting with the City of Frisco and any landlord or property management approval process that applies to the site.
  • Provide shop drawings, mounting details, electrical details, material samples, color samples, and proof drawings for approval before fabrication.
  • Confirm final artwork, logo files, fonts, colors, and messaging with the Frisco Chamber of Commerce before production.
  • Protect existing building finishes, glass, walls, floors, ceilings, elevator surfaces, and surrounding tenant areas during installation.
  • Provide warranty information for fabricated signs, lighting components, power supplies, vinyl, acrylic, aluminum, paint, stainless steel, and installation workmanship.
  • Include any assumptions, exclusions, alternates, value engineering recommendations, or long-lead items clearly in the proposal.

Proposal Submission Requirements

  • Company overview and primary project contact.
  • Relevant experience with commercial, tenant, illuminated, exterior, interior, ADA, vinyl, and wayfinding signage.
  • Itemized pricing using the required pricing format in this RFP.

  • Schedule reliability and ability to coordinate around building operations/general contractors schedule..
  • Materials, warranty terms, service support, and long-term durability.
  • Ability to provide practical recommendations that preserve the design intent while reducing cost, timeline, or maintenance risk.

RFP Conditions

The Frisco Chamber of Commerce reserves the right to reject any or all proposals, request clarification, negotiate scope, award in whole or in part, and select the proposal that provides the best overall value.

All bidder questions should be submitted in writing to the RFP contact by June 30, 2026. Responses may be shared with all bidders to maintain a fair process.

No fabrication or installation may begin until final artwork, shop drawings, pricing, schedule, and authorization are approved in writing.

Include permit coordination, sealed drawings if required, electrical coordination, final connection assumptions, after-hours requirements, lift/scaffold costs, and any city or landlord requirements.

Outdoor-Specific Installation Notes

  • Coordinate all exterior installation timing with building operations, adjacent tenants, landlord/property management, and the Chamber.
  • Include all access equipment needed for upper-elevation work. Identify whether boom lift, scaffolding, lane/sidewalk protection, or weekend work is required.
  • Confirm how existing penetrations, electrical connections, or sign raceways will be handled after removal of the prior tenant signage.
  • Include a separate alternate for any value engineering options, such as different lighting components, letter depth, mounting method, access method, or phasing.

Outdoor Bidder Checklist

  1. Field-verify exterior dimensions, wall conditions, access requirements, electrical locations, and final mounting conditions.
  2. Confirm whether permits, engineering, property management company approvals, or city inspections are required before fabrication.

Indoor-Specific Installation Notes

  • Coordinate interior installation with Chamber operations and building access requirements. Identify any work that must occur per the general contractor’s schedule..
  • For illuminated interior signs, clearly identify where power is required, whether power supplies are remote or self-contained, and what work must be performed by a licensed electrician.
  • For elevator wraps, confirm substrate suitability, cleaning requirements, vinyl type, laminate, expected durability, and whether elevator service coordination is required.
  • For ADA signs, confirm compliance with applicable accessibility requirements before fabrication and installation.
  • Provide alternates for value engineering where appropriate, such as non-illuminated versions, different finishes, or simplified mounting details.

Indoor Bidder Checklist

  1. Field-verify dimensions, wall surfaces, elevator door dimensions, electrical locations, and mounting conditions.
  2. Confirm final sign copy, logo lockup, finish, color, and placement with the Frisco Chamber before fabrication.
  3. Provide material samples or finish samples for brushed stainless steel, acrylic, vinyl, paint, and ADA materials where applicable.
  4. Identify any electrical, patching, painting, elevator access, or building coordination items expected to be performed by others.
  5. Provide itemized pricing and a realistic schedule from approval to installation.
